21世紀(jì)是生物技術(shù)革命的世紀(jì)。然而,在人類還沒有充分享用到生物技術(shù)發(fā)展的成果的時候,由此引發(fā)的克隆人問題已經(jīng)無法回避。近年來,一些科學(xué)家和組織公開宣布了克隆人的計劃??寺∪苏龔倪b遠(yuǎn)的幻想日益成為逼近的現(xiàn)實(shí)。一些科學(xué)家坦言,世界各地都有一些科學(xué)家在進(jìn)行克隆人的試驗(yàn)。但是應(yīng)當(dāng)看到,由于克隆人問題可能帶來的復(fù)雜后果,世界各國.尤其是生物技術(shù)發(fā)達(dá)的國家,現(xiàn)在大都對此采取明令禁止或者嚴(yán)加限制的態(tài)度。目前,已有23個國家明令禁止生殖性克隆。一些科學(xué)家、醫(yī)生和法律老師甚至曾要求聯(lián)合國去向國際法庭尋求咨詢意見,宣布克隆人是一項反人類的罪行。盡管如此,誰也拒絕不了“治療性克隆”在生產(chǎn)移植器官和攻克疾病等方面的巨大誘惑。因此,在禁止使用克隆人類胚胎方面,很多國家的態(tài)度并不堅決徹底。還應(yīng)當(dāng)看到的第十六單元生物工程Bioengineering是,充分的動物實(shí)驗(yàn)可以克服克隆人在技術(shù)上的障礙。如果僅僅是禁止克隆人的研究但卻不限制克隆動物的研究,從技術(shù)上說意義并不大。克隆技術(shù)既可能造福人類,也可以禍害無窮。“技術(shù)恐懼”的實(shí)質(zhì),是對錯誤運(yùn)用技術(shù)的人的恐懼,而不是對技術(shù)本身的恐懼。人類社會自身的發(fā)展也告訴我們,當(dāng)人類面對倫理道德的危機(jī)時,應(yīng)該理性正視現(xiàn)實(shí)。某項科技進(jìn)步最終是否真正有益于人類,關(guān)鍵在于人類如何對待和應(yīng)用它。現(xiàn)在,人們迫切需要做的是,以嚴(yán)肅的科學(xué)態(tài)度理性直面克隆人,通過討論達(dá)成共識,加快有關(guān)克隆人的立法,從一開始就將其納入嚴(yán)格的管理之中。各國政府必須在充分考慮可能導(dǎo)致的后果的前提下,決定究竟是否全面禁止治療性克隆和人體克隆。如果允許進(jìn)行治療性克隆的話,則必須考慮如何加以管理控制。

A Reasonable Approach to Human Cloning
The 21st century is a century of biotech revolution. Yet before human beings are able to fully enjoy the fruits of the biotech development, the issue of human cloning arising therefrom is already a problem that no one can evade. In recent years, some scientists and organizations have made public their intentions to clone human beings. Human cloning is increasingly a reality, rather than a distant fantasy.
According to some scientists, there are experiments on human cloning in most parts of the world. However, one must realize that human cloning may bring about complicated consequences. Therefore today, most countries, especially those with advanced biotechnology, explicitly ban or severely restrict human cloning. So far, 23 countries have regulations explicitly banning reproductive cloning. Some scientists, doctors and legal experts have even asked the United Nations to seek an advisory opinion from the World Court declaring human cloning to be a crime against humanity.
Nevertheless, few can reject the tremendous temptation of what therapeutic cloning can do in creating transplants and fighting diseases. Therefore, many countries are not so resolute and thorough in banning human embryo cloning. Besides, sufficient animal experiments may serve to remove the technological obstacles on the way to human cloning. So technologically speaking, it is quite pointless just to ban the research on human cloning while allowing the research on animal cloning.
It is possible for the cloning technology to bring both benefits and infinite disasters to mankind. Technophobia, in its essence, is not the fear of technology itself, but the fear of the people who use it in a wrong way. The history of human society evolution also tells us that in time of ethic crisis man should access reality with reason. Whether a technology accomplishment is ultimately beneficial to mankind lies in how man approaches and uses it. It is imperative for us to deal with the issue of human cloning with reason and from a serious and scientific approach. We should try to get to a common view through consultation and speed up legislation in this regard to put human cloning under strict regulations from the very beginning. The governments must give full consideration to the potential consequences before they decide whether or not to ban both the cloning of humans and therapeutic cloning. And if therapeutic cloning is allowed, they must consider how to regulate it.
