在芝加哥舉行的第25次北約國家領(lǐng)導(dǎo)人峰會(huì)上，北約領(lǐng)導(dǎo)人提出了一種全新的合作理念——“巧防御”理念，這是當(dāng)前北約解決內(nèi)外交困處境的一個(gè)權(quán)宜之計(jì)。
The Smart Defense notion was first broached by NATO Secretary-General Anders Fogh Rasmussen in February 2011 in response to the financial constraints facing the transatlantic community and the yawning gap in defense capabilities between Washington and its European allies as a result of reduced European spending on defense for years.
北約秘書長(zhǎng)安諾斯·福格·拉斯穆森于2011年2月首次提出了“巧防御”的理念，以應(yīng)對(duì)這個(gè)跨大西洋聯(lián)盟所面對(duì)的財(cái)務(wù)緊縮問題，以及美國與其歐洲盟國之間日益擴(kuò)大的防御能力差距。這種差距是因?yàn)榻陙須W洲縮減國防支出導(dǎo)致的。
上面報(bào)道中的Smart Defense就是“巧防御”，其主要內(nèi)容是由北約負(fù)責(zé)協(xié)調(diào)，pooling resources and capabilities(整合各成員國的資源和能力)，通過合作來實(shí)現(xiàn)互補(bǔ)，在整體上保證北約的實(shí)力。此次峰會(huì)上，北約公開了一些跨國項(xiàng)目，例如組建interim ballistic missile defense capability(臨時(shí)彈道導(dǎo)彈防御能力)、部署Alliance Ground Surveillance system(聯(lián)合地面監(jiān)視系統(tǒng))、以及擴(kuò)大波羅的海上空的air policing mission(“空中警察”任務(wù))等。
美國國務(wù)卿希拉里曾在2009年提出smart power(巧實(shí)力)的概念，即綜合運(yùn)用美國外交的各種政策工具，包括經(jīng)濟(jì)、軍事、政治、法律和文化等各種手段，恢復(fù)美國的global dominance(全球領(lǐng)導(dǎo)力)。“巧實(shí)力”的實(shí)質(zhì)是hard power(硬實(shí)力)和soft power(軟實(shí)力)的結(jié)合。Smart這個(gè)詞還可以表示“智能的”，如smart missile(智能導(dǎo)彈)和smartphone(智能手機(jī))。
